The first state art museum in central asia was established at a time when the
young Soviet Republic, despite the complex international situation, foreign intervention and economic disruption, was taking all possible measures to save and preserve the art treasures that were its
national heritage. It is above all with this in mind that the Soviet government issued its first decres of 1917-18 on the nationalization of museums and private collections, and on the preservation
of historic and artistic monuments. All this was in complete accord with the general aims of the
Soviet government in its attempt to bring about a cultural revolution.
